Vice President of Environmental Division
Position and Responsibilities
As Vice President of the Environmental Division, Mr. Caldwell's duties include the preparation of construction and operation permit applications for air and water pollution sources. He also performs compliance testing of air and water pollution sources using EPA and DER approved methods, and preparation of test reports and annual operation reports. Mr. Caldwell has over twenty years of experience in environmental permitting, consulting, and testing.
Project Experience
- Fabric Coating Facility - Prepared Title V Permit Application for this major Hazardous Air Pollutant (HAP) source. Perform annual air compliance testing (Stack Testing) using EPA approved test methods. Prepare the stack test reports. Prepare annual operation report (AOR) and the Major Source Annual License Fee Form (MSALFF). Prepare a construction permit application for the modification of this source to construct new process equipment and new air pollution control equipment. Performed careful review of New Source Performance Standards (NSPS) subpart VVV for the applicability to this source. Prepared application so as not to trigger Best Available Control Technology (BACT), Prevention of Significant Deterioration (PSD), Maximum Achievable Control Technology (MACT), or a Case by Case MACT Determination (PREMACT).
- Five Citrus Processing Plants - Prepared Title V Permit Applications at all five plants at the same time to meet a short deadline. Have performed annual stack testing at these and many other citrus plants for the last 12 years on a continuing basis using EPA approved test methods. Prepare annual AOR's and MSALFF for a number of long term clients. Prepare construction permit applications for any necessary modifications or new construction at these existing facilities.
- Stationary Gas Turbines (Co-Gen.) - Prepared the construction permit applications for 2 Gas Turbines with waste heat boilers located at a citrus processing facility in Florida. The units were subject to NSPS Subpart GG. The applications were readily accepted by the FDEP and permits were issued. After the units were constructed, then performed the necessary stack testing followed by the preparation of the operation permit application.
- Ten Citrus Packing Facilities - Prepared Industrial Permit Applications at these 10 facilities every 5 year over the last 12 years. Generate responses to requests for additional information. Performed field sampling of effluent and groundwater.
- Asphalt Plants - Prepared construction permit applications for several new asphalt plants that have been constructed throughout the state. In most cases these applications have been accepted as complete when received by the Florida Department of Environmental Protection (FDEP). After the construction phase, Mr. Caldwell performed the necessary stack testing and prepared applications for the operation permits. He also prepares the annual AOR's for these facilities and advises clients as to the most practical compliance strategies.
- Soil Treatment Facilities - Prepared the construction permit application at 4 soil treatment facilities in Florida. The applications were readily accepted by the FDEP and permits were issued. After the plants were constructed, Mr. Caldwell then performed the necessary stack testing followed by the preparation of the operation permit application.
- Concrete Batch and Block Plants - Prepared construction and operation permit applications at several concrete batch and block plants throughout the state. Performed the EPA method 9 test for visible emissions at these facilities on an annual basis.
- Experience with the State DER - Worked for the State of Florida Department of Environmental Regulation (FDER) (Now FDEP) for 8.5 years in the air pollution control program. He had 4 different promotional positions in the Jacksonville and Orlando Offices including the following:
- Ambient Air Monitoring (ETIII)
- Compliance Inspections (ETIV)
- Air Permitting (EIII)
- Compliance Inspections (EIII)
Mr. Caldwell's experience with the FDER has been very useful as an Environmental Consultant. With the FDER, he learned how regulations like RACT, BACT, PSD LAER, MACT, NSPS, and NESHAPS apply to various industrial facilities. He also learned how the state is regulated in the issuance of permits or any other license issued by any state agency. His air permitting position with the FDER was to review permit applications, request additional information and write permits. This position has been of great value to his current position preparing permit applications and advising clients with the best methods for continuing compliance.
Minor Projects
- Performed sound level surveys at several industrial facilities using sound level meters.
- Performed several well surveys for groundwater monitoring plans.
- Performed toxic air dispersion modeling for several permit applications.
- Performed Hazardous Waste Inspections at several facilities including sampling and recommendations for proper use, storage, training and disposal.
- Performed Mock DEP inspections at several industrial facilities to determine if they were in compliance with state and federal regulations and permit conditions such as record keeping requirements. Prepared report of findings with recommended methods for continuing compliance.
- Prepared Tier II and Form R for SARA Title III
Compliance/Stack Testing
- Constructed a Mobile Air Testing Laboratory Trailer for the testing of air pollutant emission sources at industrial facilities. This trailer was of his own design and construction and is still in use today.
- Mr. Caldwell is the project leader for the testing of Particulate, Volatile Organic Compounds, Carbon Monoxide, Nitrogen Oxide, Sulfur Dioxide, Hydrochloric Acid, Fluoride, Lead, and Visible Emissions at many industrial facilities such as the following:
